Yes we perceive beauty. For example we see someone and think they have beauty.

We normally don't stop to appreciate beauty. We see it and don't acknowledge it.

No we do not notice talent in a unexpected context.

If we cant stop to listen to the best singer and song then we are missing out on a million other things. We need to stop and acknowledge the world.
